Some guys talked about him in another thread, but here is the last game I just played. This is boring and annoying a player who talk shit in full game length (here it's 2h+) and downgrade all enemy players.

Nègre in French is a neutral word which took a negative sense in the second half of the last century. Used by racists caucasian typed people, it's most likely an insult. Used by colored people themselves, it's not (and you can also check the author Aimé Césaire and "négritude" for some explanation about that). And nègre is still used in many french non offensive expressions, so the word alone is not to blame. It's all a matter of contextualization, and you have to check the player behavior as well to take a proper course of action.
A nickname like "UrMother" in my opinion is way more offensive, and each time i saw him in a game i felt like to banreq him..

Well it's not the good thread to discuss about that, but, even if Negre is neutral, it's mostly used by racist guys and is only a provocation for a nickname in here. I think you get my point, this can hurt some people. OK there's not a lot of French players still playing the game, but still. Reason : ok all know this guy is a noob. But the only things he said in discussion was : "fu u lost lane" and "noob" after we lost the game.
Ok that's kind of a little bit flame, not that much to ban him.
But this request is also about game/money sabotage : 800 creeps in mid while mates are 400-300, massive weapons on a fucking tinker all way long, spitting on mates gameplay when he obviously don't want to win (looking at his gameplay).

If the word "nègre" alone can be something else than offensive, like you mention (about writing), then the word alone is not to blame anymore...
Then, when we speak about "Art nègre" in french, it's also a correct way to use this word, so that makes at least two correct ways. So your "only good way to use it" leads people to be mistaken.
And trou du q is not more vulgar than asshole... because it MEANS litteraly asshole.
