Since the community is so small and there are barely over a dozen games per day maybe just remove the 25 games requierment and let all ppl play ranked.
On the positive sites i see that generally people like to have good notes. Be high in rankings etc. This will motivate some of the quali guys who doesn't care to improve their skills to play better. And it will be more likely to play a game

Many times in qualify you get some random new commer joining the game, 5 minutes later realizing he doesn't like the game and then leaves. This is gamebreaker material in Ranked games.

I think lowering the requirement to maybe 10 or 15 games would be better. Also Ranked game ban requirements should be more leniant, so as not to ban every second former-qualify player out of existance (especially regarding flame, seriously who cares if someone calls you a F###en German Nazi? Bans should be limited to gameruiners only)
