In fact for US it's impossible to ban by WC3 key because WE don't know the keys of the players, only blizzard does.

And ghost++ (at least the version i still got) seems to be using that exact library...

People may misbehave ingame as much as they like, but you may not misbehave when requesting a ban of someone. Right?

Also, what exactly is an "insult" in your eyes? Because all of the ban requests I posted had what I'd call insults in them, and still got disapproved ("idiots", "noobs", ...) ...
Getting used to the Sand everywhere. At least it brings us map updates.
