I dont think it is a problem that ppl can teleport between the fence and the real wall since it is not INSIDE their base, but inside the borders by the fence. In that situation with the exploder you mentioned, you could do a lot of easy stuff to counter it:
- buy wards to reveal him when invisible
- buy radar (put it in towers if you are unable to hold it yourself)
- put radar in tower when you change to other tank and are tinker for a moment
- buy teleport breakers wich make him tp-ed back outside your base, his invis would be gone by the time he tried to get into your base again
About the ulti pack: i dont know, that is a problem for bob or exodus.
But may i suggest you register, then you can report these things in the appropriate threads wich makes fixing issues a lot easier (like bugs, feedback,...)
