If u want good games play priv one or make a team and join a tour, no need to flame admins. They are, as u said (?) normal ppl and i belive they are trying their best.
U can also make ur own bot with ur ranking system where u can ban all noobs u want.
And accept the fact that u lost and go on

the big problem of league is just that some players can't loose, even if the enemy is just better.
I'm a 0815 player, 0815 means not pro,not bad, so i think 80% the players said NOOB, i'm playing for fun, its a game.
Normally it gives feeder okay, they are stupid and kamkaze like, but no reason to flame permanently, just live with them or leaver league.
But there are players there is everything feeder :
A game, duration 2-4 min, a guy in the mid drives 2 times in mines, and one time lucky shoot from tinker with energy torpedos. "STOPPPP FEEEEED"
and the best players are : a guy with e.g. 1-4 and the cryer 3-8 and he cries feed. ok !
And the word noob.
-It is law that saying "TOP" at the start get the right to declare this lane to the player (it doesnt matter if a guy crys top and the other is in loading), every other player who portet is NOOOOOOOOOOOOOOOOOOOOOOB
-And when he has top line and get pwned at cp point so the enemy can just startet capture, and get it, cause 4 people are far away, so all other are NOOOOOOOOOOOOOOOOOOOOOOOOB but hey not the top line defender, of cause NOT, cause HE HAS PINGING ALL OVER THE MAP when the catpure progress is in work at 5 sec !!!!
-A man who upgrades the team armor above 6 times, sacrisfire >6K of Gold FOR THE TEAM, so that 2 or more player get inf, will called noob when teh question comes : "Team how many gold u have ???? save for inf" - "3k Gold" - "WTF??? NOOOOOOOOB"

Reason: He started flaming at the start about 5 minutes in the game I think after we took all CP's. He called his team "noobshit" and fuck something, so what I did was I told him not to flame, which he obviously didn't understand and therefore he wrote another bad word, so I told him that I would report him if he did it again, which he did, so here we are.
There was also the fact that his score ended 3:16 Idk wheter that was on purpose or not but the game lasted about 28 minutes.

In this game "Toiletpaper" killed the factories of his own teammember with 2 bombs -.-
At the beginning he went on lane (bottom) although "Toxica" was there first...soo he destroy his game and later he destroy his factories -.-
Sometimes it feels like more and more noobs start playing ranked....
i think so much guys dont know there is a ranking and so they dont care about teamplay

first he stopped the game without any reason (at ~ 28 min)
then at 31 he wants to kick someone with bad stats (orange) and he tried it about 5 times but that´s not the main reason
the main reason why you should REALLY PLZZ ban him is that he bombs our main house and my fac.... at 43:25 he buys 1st bomb then he first bombs my factory then he bombs our base. We wanted to give up but he doesn´t so I can´t see his point why to bomb everything if he doesn´t want a fast end...
if this isn´t reason enough i don´t know what could be reason enough for banning a saboteur...
i hope you understand my point...
