8.61 Unofficial All Random? - Icono - 2009-07-22
If red picks the following at the start of the game, you can't pick any tank from any shop. You can, however, still click random and get a tank.

It's reported in another thread too - though I just tried to reproduce that bug and somehow couldn't get it to work
