Is there a difference between the skill of bot players when choosing easy, normal or insane?

Only insane is different. The bots then get 50% more income every second. The rest does not change.

If there is no difference between easy and normal why not change it to:
easy: normal income
normal: 50% more income
insane: 100% more income
