If one player get banned in league can he play tournament or not?

im sure a league-ban wont influence in the tournament.

as lioooooil said, players under banned by the league bots are allowed to join the tournament.
But flaming in tournament games is not permitted. For the other reasons to be banned in league (like stop playing or bomb base) I guess the opponent team in the tournament would like to see that happening.
