It seems that there is no armor requirement for buying frost robot but it says that it requires one.

There is an "extended requirements" option which is NOT default, without this optional option Frost Robot can be bought any time.

Its not only Frost robot, its all robots which need armor upg. from basics and advanced to Frost robot.
And what can I do, if I want to play with this requirements?

When selecting a game mode, you have to choose 'Extended Requirements' under the options.
You can't select any mode in league, so you can't play it there. But maybe if you are the red player on the beta bot ... ;)
