duno how this could be confirmed and i have only seen it once but apparently when raiders ulti is interrupted by breaker the cool down on the ulti was 0 and could be used again (will try to reproduce

i have noticed that if raider dies before the second part of ultimate(damage/tp back) is finished then when the tank revives the ultimate can be us instantly again

You already reported this bug ;) It's related to the other one you mentioned. Currently the check for the Breaker just happens too early. So it's already fixed.
