Shopping(ewery area!) - New player - 2014-03-16
Note: My english is weak.
Npc's can buy weapon at ally positions. İts don't need go to shop for buy equipment.
Can i buy weapon same tactic? How?

I assume you are talking about AI controlled tank which do not need to be close to a shop it is way easier to do that this way - you might call it laziness of the mapper
Human players have to be close to a shop to buy its items.

İf any team have captured ally control points, other team cant buy good weapons or good tanks.

They can... use a teleporter and hope the other team isnt skilled enough to put teleport-breakers over the whole map.
Also its intended to get better tanks and weapons harder if the enemy team captured the mid and sides.

Yes. Capture back the cps. Get porter. Buy smoke. Start a diversion and run. ...
But no, it's not a bug, it's intended, so no "fixing" that or the like
