8.66 Guard regen - lowprofile - 2009-11-27
Says 30 per sec, but I used it as my third skill, not even close t 30. Didn't seem to work till had one of each skill. (not ult skill.)

I don't realy know what you want to tell us, but i think you mean the regen that only works while the Guard is rooted.
You do not get the regen bonus while you're running around.

Well if you read the skill it says "when rooted".
And you cannot root without root skill. So you need to take both skills to regen.
