8.66 Lightning Storm - Lezowski - 2009-11-26
Sometimes Lightning Storm will fade away after being completely cast, as in the first bolts start to strike. I'm not completely sure if it was delay or what, but I think that the whole skill needs to be reworked because it takes extremely long to cast.

I think there's no bug of this skill.
Just post in suggestions if you don't like the casting time

No, that would be the Feedback forum. I've seen it with my own eyes, the bolts stop coming down after being fully cast. This usually accompanies me moving away, so it could be a delay problem but if the whole skill is reworked this would never happen.

i think i fixed it now.
