I have played a game with Custom Mode: 10000Gold, No Tank requirements, High Bounty and the AI (my enemy) bought the first time a Guard (5000 gold) and Psycho Magic (9999) and the second time a Ghost Tank (4500) and Psycho Magic (9999). So the AI have more gold than the player and my friendly AI.

did you play 1v1, 2v2, 3v3, 4v4 or 5v5?
if not then its a "balancing" of the game as example 2v1 the guy who plays alone gets more starting money than the his 2 enemys, because it should be a fair game
