When any air tank is being netted it is grounded and treated as ground tank. This means all ground-only weapons and abilities work against net-grounded air tanks. But Earth Robot's Earthquake does absolutely no damage to netted tanks which is a bug I assume.

I hardly doubt that it is fixable since all the netting stuff is Blizzard's hardcoded area.

Excuse me if I understood you correctly, but this is serious gameplay issue involving balance and logical questions. I don't think it could be left as it is because it is bat as it is now. Goblin Shredder second skill(which is ground only) successfully hits netted air tank. Besides, there were similar issues earlier with netting and AFAIK they were fixed. So I don't see any real problem to fix this issue.

what about replacing "net" with "web" (the crypt fiends ability)?
maybe that would work.

No, that would bug in combination with other abilites/items.
Again, i'd like to fix it but i currently do not know how.

I just took a look at it and I think it's fixable, since the damage of the earthquake is triggered. There is a condition which checks if the units is an air tank. Maybe you just have to add a condition, which checks if the target is netted.
