what can be done?

again , in ranked game today we had a player in the team who took lane and by 35 to 40 min into the game he was 7-27 or something similar. i dont mind that but what is bothering me is that he flamed like hell blaming his team for his incompetence, and insulting. shall i request a ban? i guess i could but that wont serve to any good ill just take away his the chance to improve. sumfin though should be done. (still think that allowing observers would be a good thing)
