Strength and weakness of stun and slow are hard to judge, both are effective depending on the situation. Just how much more, will only be found out after playtesting it. Which means you are changing the tank's 'role' quite a bit by proposing a slow effect instead.
How about a slow effect with micro-stun? it can stop channeling spells well enough and still has the slow effect. (for heli, im against it)
