(yay i nearly thought i'd get banned for this post.)
Btw i don't need an explanation why you would remove hb.
However, here is an explanation why you should NOT:
Developers should make everything parametric, and the Admins(game hosts) should choose the best parameters for their games. This way there will be variation and yes there will be some funny imbalanced games.
If you let host choose a decimal factor for bounty, there will be 0.5*bounty = lowbounty games, 2*bounty = hb, and very few 5*bounty games that wont be fun and therefore disappear on long term.
This is how it should be, if u ask me. (I'm developer and mapper myself.)
