the same you could say to other weaps. who cares about a weap which fits perfekt to a ult only? the game doesnt mean to hide, port and use ulti do do the max dam.
a weapon should be helpfull any cases.
1.It does not fit only a certain tank/spell, but it fits it best. It's not like it gets totally useless in any other circumstance. It's also the only viable follow-up to a 888 range path (confusion, fire magic for example). Why should I get a 1k range weapon if I have to get to 888 range anyway? -> better go for 850 range...and I don't think you'll claim those 888 range weapons are useless.
2. A weapon should definitely not be useful in all cases. I doubt you'd argue that a poison magic is helpful in all cases. To be honest the short range weapons efficiency is very very limited. Every range type should be usefullin some cases (tanks/strategies) and less useful in others (and this is true for all current weapons).
After all I don't see the reasons for what you are aiming for: Why should we limit the options in late game to super short range and 1k range only? Why should there be no midrange for the (probably few) tanks that benefit from midrange?
