Is there in rules descrpition what Denial of playing is ? Someone goes tinker and doing troop factories. Isnt this an eco sabotage also ?

I just watched this replay he is obviously sabotaging team , stopped play by trying to get kicked going tinker is always risky and harmful for team. .
It's evident refusing to play so for what such guys they still pretend playing instead of leave maybe they just know league rules arent so strict in this issue this sux hard it cant be working in this way
In this example their team won but just thx to higher skill and teamplay
I feel like approving requests mostly depends on winning or losing game no matter for you if it had negative or positive effect on team :/
