I don't really think people understand the implications of what a command system would do.
Firstly how would it be enforced? Could someone who already claimed top just write "-oust blue" to remove blue from the lane if he's in it but the laner doesn't want him there? There are so many ways to abuse this kind of thing I can't even list all of them. The occurrence of a player who doesn't understand the game going onto a soloer's lane is to uncommon for these kinds of measures.
The lane system is flawed anyway, it distributes exp/gold unevenly between players on the same team, simply because of initial positioning. This presents dire consequences to a team that doesn't put their 2 best players on the lane, and morally obligates players who are "good" to go on the lane anyway rather than enjoy themselves by playing wherever they like and risking an automatic loss.
To counteract this problem I've already suggested increasing the creep spawns in mid, it doesn't have to be 3x creep spawn, but 2.5x would be a lot better than just 2x as it is now.
