At 15% I'd say it would be pretty useless. Frost Robot with +150 speed is 420, while the standard 300 with +150 speed is 450, minus 15% would be 377.5. Not much of a difference and nerfing the slow would make Blizzard much less effective outside of Ice Prison in most situations.
