I don't think that the gap between hp and dps is such a big problem, since a lot of people keep smaller tanks for a while instead of switching to a bigger one as soon as possible. It's far easier to keep small tanks due to the different upgradable hulls these days, except if you're on one of the side lanes in a 1on1 situation. In that case, it's up to the first player who buys either a hull or a new weapon to kinda force the enemy to follow, since it is hard to prevail against someone with twice your hp or dps, given that both players are equally skilled. And even if you have to cope with an enemy, let's say in mid, who started out with a small tank and bought a second weapon for 2-2,5k and maybe a hull: you might suffer a few deaths if you're saving, but once you have a big tank (and you'll be around lv 10 once you have it) he won't be able to match your firepower (skills) and hp for a while.
