I think 50 seconds is standard for ability using items for the item trigger, this does include the upgrade feature since you are "using" the item when you try to upgrade it. If you can afford it however, the item is changed and the undroppable item is changed into "upgrading..." then 10 sec later the upgraded weapon. If you cannot afford to upgrade, you cannot drop your item for a while.
This does only apply to permanent items in 7.55... so if you got a problem with dropping hull I would understand since it's graded as permanent item instead of artifact (weapons).
Since there is so many items, I think it will be hard to add a exception condition. I have no idea. Perhaps apply exception conditions for all 3 hulls + speed. That is if I'm correct about permanent and artifact comparisons if that is the same in 8.36 as in 7.55.
