There are differences in the weapons, but those are all before upgrading. I think those differences should stick after upgrading as well. I think that the fan of knives should either be downgraded (I agree that it'd be better as a 1100 short-range weapon) or made it so that the upgrade only increases damage, not range. There are enough 900-1000 range weapons in that money range, I think - plasma, fireball, fan of knives, light magic x2, etc. I don't think people would bemoan a change like this.
