I say their upgrades are nearly same:

Fan of Knives (upg)

Damage: 98
Cooldown: 0.5
Range: 950
DPS: 196

Fireball (upg)

Damage: 154
Cooldown: 0.75
Range: 950
DPS: 205

They have nearly same dps and same range. And they cost same. So one of them can be replaced for other purpose eg. 1100 short range.. Or 2000 "ground only"-"normal" moded weapon with 1000 range.
