It seems that an AI player does not have to wait for Armor requirements before he can buy a frost robot. I just played a game where the host chose to make the 5th player on each team an insane computer (pls dont ask me why, i dont know myself). That computer player in our team went from air ship to Frost robot when our teams armor was only at lv 8 (standard level, nobody upgraded). It was a normal game except that exploders were OFF. Nothing special otherwise.
