[8.46] AI can buy elite tanks anywhere

The AI's don't have to go to the tank hall in the middle to buy an elite tank like a sky fortress or Invernal. They just appear in their new tank whenever they can afford it.

Also, make it so the tinker can use it's warping ability and still buy a tank from the factory after using it. It's nearly impossible to get a tank from the middle when defending your base. Besides, who is buying tanks just to make their abilities refresh? Or is that causing fatal errors?

Thats not a bug, its just that there would be problems when the AI would have to go to the Construction Hall to buy their tanks.

Also, you have to wait for your items to cool down, not your tank abilities.
