[8.61] major error with tinker only mode

i just finished playing a game of 10k hb in tinker only. first you could still get normal tanks by randoming them at the start of the game. second the darkforce got a pilot when one the the players on darkforce left (but did nothing with it, just stood by the big-tank factory). finally the double upgrade rate for the forces didnt seem to work.

I second that. 8.61b, tinker only mode is seriously bugged.

30k 1lvl hb tinker only ne nt. Nobody could pick a tinker ) You could still get a tank by randomizing it.
