8.54b troop command creeps in weakcreep mode

i'm not sure if it is a bug,
but in weak creep mode, the creeps summoned by the troop command item are as strong(hp) as in normal mode. same for the creeps produced by player factories.

Only both forces are affected by this mode. Player tanks and units still have normal HP. I think Weak Forces would be a better name for this mode.
