1. Gather all items needed for Ultimate Pack(radar, repair robots(upg), speed pack).
2. Go to shop and try to by recipe.
Result:
* A message is shown that you lack of needed items.
* Ultimate Pack does not assemble.

But I think it was around 10 or 11 Weapon Upgrades. Its just to make sure that you can't combine those packs way earlier than you'd normally buy such a pack ... maybe the requirements are a bit high, but that should not be discussed here.
