well, a thing , that i dislike in battle tanks for a long time now is, that battle tanks gets boring after ~20 minutes until ~35 cause almost everybody got a bigger tank and smaller weapon. so now u fight 10 or 15 minutes with a pretty high amoint of hp(~5000] and a immensly low amount of dps(~250). That´s like it is in most of the games, cause everybody knows, a big tank defeats a small tank with low hp but fatter weapons in his inventar. so everybody chooses his favourite tank, like heavy tank or Air ship. Almost just "noobs" fight with less hp. so i think bt needs something, that makes those "battle of giants" more interesting for the players. Perhaps reducing hp and Increasing dmg of the spells(such as +1/3 dmg to spells and -1/3 of the hp).

I don't think that the gap between hp and dps is such a big problem, since a lot of people keep smaller tanks for a while instead of switching to a bigger one as soon as possible. It's far easier to keep small tanks due to the different upgradable hulls these days, except if you're on one of the side lanes in a 1on1 situation. In that case, it's up to the first player who buys either a hull or a new weapon to kinda force the enemy to follow, since it is hard to prevail against someone with twice your hp or dps, given that both players are equally skilled. And even if you have to cope with an enemy, let's say in mid, who started out with a small tank and bought a second weapon for 2-2,5k and maybe a hull: you might suffer a few deaths if you're saving, but once you have a big tank (and you'll be around lv 10 once you have it) he won't be able to match your firepower (skills) and hp for a while.

the titan? a popular tank? may it be you arent talking about normal mode?
how to make bt more exciting: increase every weapon' damage in the game by the factor 1,2 or something (just get a * 1,2 to the weapon damage formula) ^^
as the creeps now get their defense upgrades faster than before, its just fair to raise the damage, as most players prefer a good tank compared with a good weapon. maybe 1 or 2 single weapons must be adjusted then, dunno if the upgraded energy torpedo could instantly kill a full health helicopter when its damage is raised.

how many values must be changed for each weapon to get these chages done?

well... exo uses a function to get the price of the range, cooldown, damage and a constant, so it would change other aspects, too. to answer ur question, about each info text and each weapon ability. as said before, a huge hell of work. ^^

You have to edit every weapon and the upgraded variant of it. Now the weapons is lv1 as default. Imagine adding 29 levels to every one and each of those. MUCH WORK!!

maybe its easier to make all units, buildings and tanks receiving damage yb the factor 1,2?
how can it be 2000? why do you have to change 70 values for a single weapon?  hock: cant really imagine that, but ok, im not an editor guy.
i just once modified a version of "defend the lich king", making every player able to research 21 upgrades for the wc3 unit's defense and attack, not just the normal 3
i called it "tech version", sometimes its rehostet 8)

there are 2 descriptions (buying and item), with the damage value, DPS and perhaps dmg upgrade bonus, both to change... then the ability and the same for the upgraded item: at least 10 values per weapon, quite a lot work

i just meant purchasable tank wepons.
what about the other idea? making all attackable units receive 20% (or something like that) more damage?
