I guess you have to be more specific about what you want to know Bennie. A hotkey that is randomly assigned -> no A hotkey to get a random tank at the beginning -> yes: R (duh)

You normally don't have to select the pilot as it's selected by default at game start, so just pressing [R] should do the job.
