scout would be very overpowerd i think, because he just need to drop the hull for some seconds and then he is fully healed and other tanks have to go back to base, what takes very much time or 150gold for cptp and a bit time.

Then make there price higher (only in this mode). Also factoryes and repair-robots price. But yeah it will need working on balance...

if you were going to do that then you would also need to reprice other regen items too - and that would be too much work.

True...I think its out of the question...And I think leaving scout and those items as unbalanced will be a tragedy ( like hb is at the moment
).
