last 2 times i was observer, no chat commands worked except me talking to other observers. cant even use bnet commands or switch chat modes to all or private.
also it would be nice if the zoom and other camera commands worked

You can choose the type of the observers (no observers, after defeat, allowed, referees). If they are referees they will be allowed to chat with other players, whisper etc.
The 2. point: Looks like it's not that easy to get a -zoom command for observers. As far as i know the only working way atm would be to increase the default zoom for observers. But you won't be able to change that during the game.

And I didn't get it to work. It seems like it's just not working with observers (even if you register chat events for them). If someone knows how to do this, feel free to tell me.

Observers are generally unable to chat with game contestant's since they have to keep a neutral position and could manipulate the game otherwise (by f.e. warning or spreading informations while there's the fog of war on a map).
The one and only possibility could be a "hack" in the world editor, maybe somekind of third-party WE may manage that, but i am pretty sure it would cause desynchronisations between the observers and players forcing the observers to be disconnected.
Observers are unable to get affected by the greatest part (if not by all) kind of triggers as well. They are not even listed players, as soon as a player chooses the observing mode, he's out of the main player group. Thus, no or nearly no access to commands.
So yeah, the standart zoom will be the one and only zoom for them.
