[8.57]Skyfortress with lvl9 armor ?

Here I post a replay where a player startet 10k; lvl 1; hb
strange mode but ok. Red startet good killing nooby players and got a lot of creeps because one of his mates startet death magic.
it was 3on4, so leavergold.

So long, so fine.

But as he bought a skyfortress with only 9 armorupdates I asked myself if this is a bug, or what ???

Host makes it "No Requirements" at custom mode. Not a bug but option.
