hmm tried it and does not seem to work (the clocklike cd gets faster because its less cd left) but items in tinker tower dont share cd...u can have 6 troopcommands and mortars max with tinker ^^

and its very useful to have 6 troop commands, because you will have 5 towers for it, meaning your food capacity is 40/40.

But I think you can use Troop commands in bought force towers, which dont count for food I think
