In the first few versions of Battletanks, mines worked this way. It was changed, because it made flying tanks even stronger than they currently are - and it wassimpler to just make mines apply vs air than to give the air tanks some other penalty/ ground tanks some other buff.

So i suggest that only ground tanks/robots and aircraft in net can be effected by land mines and there could be an AIR MINE
