i think the scout is a tank which should be used to creep, not to fight against another tanks. i suggest an ability to escape from other tanks, like teleport or sth. like this.
i also suggest to set the level for the ultimate ability to 6, because in later game, this tank will not be used further.

the low price and low hp suggested by DerSatan would fit with that.
