i dont think people do that! In beta with CV it works fine. They only start to camp if 3 minutes left to win. Then the enemy got a direct mission: Take one CP in 3 minutes or lose. Then the enemy have to go out of there base = you can go around them in there base and destroy there HQ^^
Oh yes believe me people would do that (just look at camping at tankspot). I understand your concern about the HQ camp however as i said there are lots of ways to draw them out. An examble would be to make a factory and a troop command center (bombs). Then they are forced to push you, or if used better you repack it with +1000 mana and go bomb the base. Your idea is fine, but i dont think it would benefit the game since it would be abused
