So basically you want the host to have the possibility to prevent any kick?
We have had a lengthy discussion about whether or not the host should have the possibility to veto the kicking of a single player, with the result that a majority did not support such a veto:

For similar reasons, I oppose giving the host the possibility to prevent any kicking. If a command -nokick was available, it would have to work like -cv, one of two modes would have to be chosen at the beginning, without being able to change it back later in the game. But kicking someone whose actions destroy the game for the rest of the team may be necessary at a later point of time, and the inflexibility of the command would not allow that. Banlisting players who misbehave and kick others for no other reason than getting their gold is sufficient to make sure it doesn't happen again, and there is still the hope that the rest of the players are reasonable enough not to kick somebody without a valid reason. After all, it doesn't happen that often.
