Well, you spend 3k to 9k gold to have a CHANCE of having a single special creep pop out every 20 seconds. Granted, this single creep is very powerful (and boost others), but taken in context this is a very expensive upgrade for what you get.
If those must give less experience (they already give less gold if I recall correctly), then I think we should rebalance the whole XP system and this seems to be a bad idea.
I'm more inclined to lessen the upgrade cost (maybe from 3k to 2.5k) and augment the mana regen of the building itself. It is still a bit underpowered in my opinion. Also, make the upgrades availiable to ALL team players instead of forcing a single guy of having to plunk 9k himself. Traders and exploders can do so without problems, but for normal tanks this is a big sacrifice.
