The Artillery Shot of the Demolisher tank doesn't stun towers but I think it is intended to do so.

I dunno what you mean with cluster rocket, but the triple rocket ability of light tank and helicopter DO stun the towers.

it stuns most times for me but hes right sometimes it fails when you hit it clearly
