My opinion:
I don't think there is suck a big issue that the exploder get more gold for killing. After all the exploder don't get creep income, but even in hb mode the exploder might get somewhat richer than his opponents if he plays well. If he's going to change to ordinary tank with advanced stuff, he must play extremely well.
The exploder is an interesting addition to the game, as it kinda counters good teamwork. Players who teamwork well stay close to each other to spread the damage and it makes it harder for the enemy to attack and make kills, while exploder is anti cluster weapon which makes teamwork also harder. That's why the team which fighter against an exploder players tends to spread themselves and also partly reduce the effectiveness of teamwork play.
I don't think higher bounty is really necessary for the exploder. At least he needs that benefit when he's unable to get creep kills (unless it get multi arrow)

Well, bounty is not the only issue with Exploders. Given enough explosives (which is not hard to get), an exploder can quickly take out one or a group of tanks. In mid or late game, it is a very big advantage allowing other enemy tanks to take over control points and kill buildings. While it is counterable by teleport breakers, breakers themselves can be countered by wards. Aside from that exploders can often get away without giving bounty to other team thanks to their neat resurrection skill (as well as hold a friendly control point for an extra few seconds because of the invul they get) and the stun skill they have makes it very difficult to dodge them. Of course, it is by no coincidence that a losing team or people falling behind to quickly get an exploder because that will allow them to easily kill tanks that have outclassed them by a lot prior to that.
Anyhow, exploders need a nerf. Bigger bounty, less auto-revive chance, and more expensive explosives. Or, introduce an item that gives infinite breaker charges.
