You forgot to count the armor / dmg reduction of titan as opposed Sky Fort. But yes, even with the same weapons I agree that that Sky Fortress should not even come close as to compare with Titan being 9k more expensive + 13500 / 9 armor upgrades / 45 minutes especially in a 1-vs-1 situation.
On the team aspect, don't expect all 5 people to be huddled up together all the time. If a sky fort was ninja (and yes, we do have at least 1 ninja or backdoorer in our games), you'd have to allocate more than 1 resource to him. If you always got to allocate at least 2 people to one Sky Fortress just to stop one ability, that is a little unfair. 5-v-5 may be a team game, but when you're all split up trying to protect your lanes it's a different story.
Althend makes a good point though. Fortress does have the only useful ability to stun as it is instant, compared to Infernal who's stun has delay, bleeding obvious to tell when it is being cast and easily avoided. Even a Titan's stun requires manual aiming and can easily be avoided. While tanks like Fortress can more easily avoid a Titan's stun, only that of Titan's abilities can hurt a Sky Fortress. Sky Fortress can hurt it with 3.
These are my proposed changes:
Make the Sky Fortress more expensive than Infernal. 20-21k perhaps.
OR
Improve Titans stun ability. Make it instant and area, like for instance draws a circle in the ground at a certain size and then a pillar of light and/or electricity rises and stuns everyone in that area.
OR
Titan's Devil Explosion should affect air but at 25% reduced damage
OR
Since you're giving 50% reduced attack power to the victim, allow specials to be used at the same damage rate. Except when the victim stuns, the ulti still takes effect, until someone else stuns.
