About your problem... Ive proposed a very simple solution to the exact same thing: Preparation time.
Yes dota does it, and it IS good. Just like 10-30seconds should be enough OR have 1min+ prep time and a command to signal ready so in clan/team games you can all be ready way before 'prep' time is up BUT that does require more work from exo.
I dont know how much work it would take to freeze the base but i dont think it would be more work than that. Make: Cannot move tanks or units out of base at all, No income, Start timer at end of time.
(then theres the special tank shop and middle item shop to consider)
