Just to confirm it, its true that every shot of a multitarget weapon can hit a single target.
Each item has an assigned ability which shots, multitarget weapons just have more of these abilities. So its true that they are nothing then two or 3 weapons in one.
Rocket Hail for example is nothing more, then 3 Bombarding Rockets.
