I think high-level tanks should still have 1 sec cooldown, but the could have short range and better dammage. For example range 750 and dammage 120. Usually when you kill creeps from far distance is only when you have weak tank. At the end you are much stronger and you can kill creeps in short distance. Also killing enemy tanks might be in a small area (lots of people teleport near enemy or just rush in). As you know at the end you have more hp and you can also risk more.

hrmm some of these ideas are worthing i trying but i only think for tanks over 10k would be awesome.

But you should keep in mind that less range is a huge buff in general.
